What happens when AI chatbots replace real humans in the Nigeria Civil Service?

In this timely piece, Oludotun Babayemi explores how Artificial Intelligence, particularly chatbots, could transform Nigeria’s revenue-generating agencies, from procurement to tax filing to customs duties. He paints a future where small business owners interact with government services in local languages, faster and more transparently, while highlighting the risks of bias, exclusion, and misuse. Drawing on his work on AI for elections and Nigeria’s draft National AI Strategy, Oludotun outlines the practical benefits, challenges, and safeguards for responsible adoption.

What Our Bands Are Working On

At Cloneshouse, we specialize in delivering high-quality MEL work that drives impact. We work with a range of partners, including international organizations, government agencies, and private sector firms, to support evidence-based decision-making. Our MEL work includes theory of change development and review; indicator development; creating data warehouses and pipelines for implementing partners; carrying out evaluation studies at different stages of a program; portfolio reviews; capacity strengthening on MEL; project monitoring, data quality assessments, and a list of others.

From public health to education, governance, and sustainability, our teams are actively engaged in projects that create lasting change. Below is a list of our current projects:

1. Monitoring & Evaluation Support to Social Impact GmbH for ARRIVES: Reintegration of Nigerian Returnees

Cloneshouse, in partnership with Mainlevel Consulting, is providing MEL support to Social Impact GmbH on the ARRIVES project, which facilitates the economic reintegration of Nigerian refugees returning from Germany. The project focuses on coaching, employment, and business development to support successful reintegration in Nigeria. Cloneshouse is conducting a baseline study, revising the Theory of Change, and leading mid-term and final evaluations using OECD/DAC standards as part of this effort. These evaluations will assess the relevance, impact, and sustainability of the initiative, ensuring stronger and more effective reintegration support services.

2. Strengthening Justice Reform and Criminal Justice Monitoring in Nigeria: Cloneshouse's Technical Assistance to International IDEA

Cloneshouse is providing technical assistance to International IDEA Sweden to strengthen Justice Reform Teams (JRTs) and Criminal Justice Monitoring Committees (ACJMCs) in Nigeria. The project focuses on strategic planning, capacity building, and policy evaluation across Abia, Adamawa, Anambra, Edo, Kano, Lagos, Plateau, and the FCT. Cloneshouse is supporting the development of work plans, refining mandates, and training stakeholders on Monitoring, Evaluation, and Learning (MEL) systems. As part of this effort, we recently concluded a 3-day workshop in Abuja with Justice Coordination Teams from all 8 states, including the FCT, focused on enhancing collaboration, strengthening institutional roles, and improving MEL practices. This initiative aims to drive sustainable justice sector reforms while promoting inclusivity for women, children, and persons with disabilities.

3. Gates Foundation Measurement, Learning, and Evaluation Anchor Partner

Our band is responsible for providing timely, accurate data and insights on the Foundation AgDev country plan priorities and learning questions that are pertinent for the delivery of country goals and outcomes. This includes making sure grantees and their MLE efforts are high-quality, well-coordinated, and contributing to the understanding of progress on the Foundation's country strategy. In addition, supporting grantees and other country stakeholders in actively contributing to and benefiting from data and insights related to the Nigeria country strategy, and informing understanding of progress and strategic shifts.

4. Evaluation of the ICRC’s Support to the Separated, the Missing, and the Dead in Nigeria.

Cloneshouse in partnership with OwLRe, is currently involved in a summative and formative evaluation to assess the overall coherence, effectiveness, efficiency, and sustainability of the Abuja delegation’s protection of family links and deathcare services in North Eastern Nigeria,  with a particular emphasis on its alignment with the Nigeria Missing Strategy (2021-2025), Forensic strategy (2019-2024) and the strategic orientation with the Central Tracing Agency (CTA) recommendations.
