Within delegated authority, the Chief of Evaluation will be responsible for monitoring the implementation of the strategic framework and biennial programme of work of the Commission, including the preparation of progress reports and programme guidelines, supervising and coordinating all M&E-related activities, including developing frameworks, surveys, methodologies, best practices and data collection tools for effective monitoring and evaluation of ECA programmes/projects among other responsibilities.

Norwegian Council: Monitoring Evaluation and Learning (MEL) Director – Ethiopia, Addis Ababa

IRC is seeking a Monitoring, Evaluation and Learning (MEL) Director for an anticipated multi-million dollar USAID BHA Ethiopia Rapid Response Mechanism (RRM) project. The aim of the mechanism is to facilitate time-bound emergency humanitarian assistance in the wake of an acute shock in any region of Ethiopia.

The MEL Director will be responsible for developing and implementing the project’s Monitoring, Evaluation and Learning Strategy/performance monitoring plan in accordance with IRC, BHA, and international best practices. The MEL Director will work closely with the COP, DCOP, and technical staff to ensure that relevant data is collected, analyzed, and used to inform management and design decisions and to provide project updates, as required.
